Note that these are some of the questions that your groups should use to help write the group proposal. They're certainly not inclusive of all that you may need to consider, so don't hesitate to add your own.
First, determine your overall project goal.
Be sure, then, to assess group member skills/strengths to determine group roles and duties.
Determine the focus audience, its needs, etc. Consider nationality, cultural identity, geographical position, accessibility, local traditions, climate and flora, and target age range, among other factors.

Decide your product's function and understand the reasoning behind your choice of function. In other words, if you meet the goal your product is intended to accomplish, what will happen?
How will your product reflect your cultures? Or will it? Should it? Why or why not? How will it reflect other cultures? Which ones? What's your basis of reasoning for your choices?
What is your basis for making decisions about product development? What are the limitations or parameters for decision-making? (skill levels, technology, cross-global nature of collaboration, time constraints, costs, etc)
What would be your ideal product if you had no limitations at all? How close can you get to creating that ideal product within the range of limitations that you actually do have? How do you compromise to come up with the best product possible?
